Keith Whittington, writing on Possibly Impeachable Offenses: The Need for Congressional Investigation for the Niskanen Center, discusses the need for congressional investigation of the president rather than relying only on a special prosecutor:

      "But when [elected] officials engage in gross misconduct and forfeit the great trust that was placed in them by the people, then the people’s representatives, assembled in the national legislature, have a responsibility to take action of their own."
