In a democracy, citizens and their representatives are supposed to call the shots when it comes to making policy. Yet politicians frequently delegate significant policy choices to bureaucrats. What's more, special interests have noticed. Today businesses spend vast sums of money seeking to influence bureaucratic decision-making, in many cases through the use of lawyer-lobbyists who flout disclosure laws. White Shoes, Hidden Hands is a book project that examines the agency-focused lobbying practiced by lawyers and explores its implications for scholarship, public policy, and the law. The presentation will focus on the chapter addressing the changing institutional environment which has made agency lobbying an increasingly important phenomenon.
